Choosing an enterprise AI platform: Claude, ChatGPT, Copilot or Gemini

A vendor-neutral way to compare Claude, ChatGPT Enterprise, Microsoft Copilot and Gemini: where your documents live, residency, admin controls, Arabic, agents and cost structure.

Choosing an enterprise AI platform: Claude, ChatGPT, Copilot or Gemini

The right enterprise AI platform is usually the one closest to where your documents and email already live, provided its residency, retention and admin controls meet your rules and its Arabic holds up on your own documents. Microsoft Copilot suits organisations that run on Microsoft 365, Gemini suits Google Workspace, and ChatGPT Enterprise and Claude work as general assistants with connectors into both. Some organisations run more than one, by design.

Below we compare the four on seven criteria, using only what each vendor states on its own pages as of 15 October 2026. We are vendor-neutral, and our deployment service covers all four. Product details change often, so recheck them before you sign.

What each platform offers, according to its vendor

Claude Enterprise (Anthropic)

Anthropic's Enterprise plan description lists SCIM provisioning, audit logs, custom data retention controls and a Compliance API that gives programmatic access to activity logs, chat histories and file content. Connectors reach Google Drive, Gmail, Google Calendar, GitHub, Microsoft 365 and Slack, and the plan offers a US-only inference option. Single sign-on is available on Team and Enterprise plans. For commercial products, Anthropic states that it will not use chats or coding sessions to train its models, except feedback a user submits or data shared under a development partner program.

ChatGPT Enterprise (OpenAI)

According to its enterprise privacy page, OpenAI does not train on business data by default, offers SAML single sign-on and lets workspace admins control retention and choose which apps are enabled. It also states that ChatGPT respects existing permissions in connected apps. Its data residency article lists ten storage regions, including the United Arab Emirates, and inference residency in Europe, the United States and the UAE for eligible new Enterprise and Edu workspaces. Some features are unavailable with UAE inference residency, and external apps and integrations sit outside the residency commitment.

Microsoft Copilot (formerly Microsoft 365 Copilot)

Microsoft has renamed Microsoft 365 Copilot to Microsoft Copilot. According to its data, privacy and security documentation, Copilot works on Microsoft Graph content and only surfaces data the user can at least view. Prompts, responses and Graph data are not used to train foundation models, admins can set retention through Microsoft Purview, and admins decide which agents are allowed. EU traffic stays within the EU Data Boundary; customers outside the EU may have queries processed in the US, the EU or other regions. Microsoft's April 2026 update to its in-country processing announcement says local processing of Copilot interactions is expected in the UAE by the end of 2026. Microsoft also offers Anthropic models alongside OpenAI models in Copilot, and admins control whether the Anthropic models are available.

Gemini in Google Workspace

Google's Workspace with Gemini FAQ says existing Workspace protections apply automatically, including data-region policies and data loss prevention, and that content is not used for model training outside your domain without permission. Gemini cannot act on email and files encrypted with customer-controlled keys. Google's AI privacy page adds that customers can limit Gemini processing to the US or the EU, and that Gemini retrieves only data the user has permission to access.

Seven decision criteria, in the order we apply them

  1. Where your documents live. If most work sits in SharePoint, OneDrive, Outlook and Teams, Copilot reads it through Microsoft Graph under existing permissions. If it sits in Drive and Gmail, Gemini does the same. Claude and ChatGPT reach both through connectors that you enable and govern one at a time.
  2. Data residency and retention. Ask where content is stored at rest, where inference runs and what falls outside the boundary (connectors, web search, metadata). The answers differ by plan and region and change during the year, so record them with the date you checked.
  3. Admin, identity and audit. Single sign-on, automated provisioning through SCIM, audit logs, and an export or compliance API for investigations. Confirm which plan tier includes each.
  4. Connectors and permissions. Microsoft, Google and OpenAI each state that their assistant respects the user's existing access; the Anthropic pages we cite do not address this, so ask Anthropic, and check every connector you enable on any platform. That only helps if your access is right, so fix oversharing in shared drives and sites before switching on organisation-wide search.
  5. Arabic quality on your own documents. Language lists are a starting point. Microsoft lists Arabic as supported for Copilot, and OpenAI lists Arabic among ChatGPT's languages. Google's supported languages page includes Arabic for the Gemini side panel in Gmail, Docs, Drive, Sheets and Slides, but not for Help me write or for Gems in the side panel. Anthropic publishes benchmark results across languages, Arabic included, and advises testing your own. Build a test set of 20 to 30 real, redacted items: formal circulars, emails in Gulf or Levantine dialect, scanned PDFs and mixed Arabic-English tables, then score each platform blind.
  6. Agent features. For custom assistants, agents and automations, ask who may build them, who approves them, which tools they may call and whether they leave the residency boundary. Microsoft lets admins choose which agents are allowed, and OpenAI lets admins choose which apps are enabled.
  7. Cost model, as a structure. Compare how you are charged, not only the headline price: per seat, per use or both; what counts as overage; which features need a higher tier or add-on; minimum terms; and when seat counts can be reduced.

Whether your content must stay in a country depends on your sector, your data and your regulator; this is general information, not legal advice. If residency rules point away from all four, our Private & Sovereign AI Feasibility service compares private cloud and on-premises options.

Why some organisations run more than one platform

A single platform is simpler to govern, but it rarely fits every team. Three patterns lead organisations to run two.

  • Different jobs. Copilot or Gemini inside the office apps for everyday drafting and meeting follow-up, and a general assistant for long-document analysis, research or code in the teams that need it.
  • Vendors already mix models. Microsoft offers Anthropic and OpenAI models inside Copilot, so the line between platforms is less sharp than procurement documents suggest.
  • Seat economics. A smaller number of premium seats for heavy users can cost less than one platform for everyone, if usage data shows who the heavy users are.

Two platforms also mean two admin consoles, two sets of retention settings and two training tracks. Keep one AI policy, one approved-tools register, the same data rule cards and one quarterly usage review across both.

How to run a fair three-week evaluation

  1. Pick three workflows that matter to the business, each with a named owner.
  2. Build the Arabic and English test set from real, redacted material.
  3. Record the admin settings you would use on each platform (single sign-on, retention, residency, connectors), with the date you checked.
  4. Have users from the owning teams score outputs blind, on accuracy, Arabic quality and time to a usable draft.
  5. Decide per team, write down the reasons and set a review date.

How to start

If you are still deciding, the free AI Exposure Scan shows which tools staff already use and where the data risks sit, which narrows the shortlist. Once you choose, Claude & AI Platform Deployment sets up single sign-on, connectors, assistants and skills for Claude, ChatGPT, Copilot or Gemini. To prove value on one team first, run an ENABLE Sprint. All of this sits in our Enablement Lab.

Frequently asked questions

What is the best enterprise AI platform?

There is no single best enterprise AI platform. The best fit is usually the one closest to where your documents and email already live, provided its residency, retention and admin controls meet your rules and it handles Arabic well on your own material. Microsoft 365 organisations often start with Microsoft Copilot, Google Workspace organisations with Gemini, and mixed estates with Claude or ChatGPT Enterprise.

Is Microsoft Copilot or ChatGPT Enterprise better for a company?

It depends on the work. Microsoft Copilot is built into Word, Outlook, Teams and the rest of Microsoft 365 and works on content users can already access there. ChatGPT Enterprise is a general assistant that reaches company data through apps and connectors. Organisations living in Microsoft 365 can start with Copilot and add a general assistant where a team's blind test shows it does the work better.

Do enterprise AI platforms train on company data?

According to their own pages, checked on 15 October 2026, none trains on enterprise content by default. Anthropic will not use chats from its commercial products for training, and OpenAI does not train on business data by default. Microsoft does not use Copilot prompts, responses or Graph data to train foundation models, and Google does not use Workspace content for training outside your domain without permission. Check your contract and any opt-in feedback settings.

Which enterprise AI platforms offer data residency in the Gulf?

As of 15 October 2026, OpenAI lists the UAE for both storage and inference residency for eligible ChatGPT Enterprise workspaces, with some feature limits. Microsoft expects in-country processing of Copilot interactions in the UAE by the end of 2026. Google lets customers limit Gemini processing to the US or the EU, and Anthropic offers a US-only inference option for Claude Enterprise; neither page lists a Gulf region. None of the pages we cite confirms in-Kingdom processing in Saudi Arabia, so ask each vendor in writing.

Can an organisation use more than one AI platform?

Yes. A common pattern is Microsoft Copilot or Gemini inside the office apps for everyone, plus a general assistant such as Claude or ChatGPT Enterprise for teams whose own tests favour it. It works when both platforms sit under one AI policy, one approved-tools register, shared data rules and a single usage review.
